Photogrammetry is passive and measures reflected energy. This requires certain conditions like proper illumination from the sun and clear weather.

Traditional surveying usually has survey crews on the site directly touching and measuring artifacts and terrain they are trying to attribute and collect. LIDAR, Photogrammetry, and Thermal imaging measure these artifacts and terrain without directly touching them.
